Why is there a problem?
While many city governments claim to handle captured dogs humanely, the insufficient resources at animal shelters result in the euthanasia of many banned and unadopted dogs, and the lack of oversight of law enforcement personnel results in some dog control team members using cruel methods to kill dogs. This sometimes includes excessive enforcement, which does not spare even leashed dogs that pose no threat to the public.
